KEY CHANGES IN VIETNAM’S DRAFT MARITIME AND INLAND WATERWAYS CODE 2026
We are pleased to introduce the latest E-Publication from Dzungsrt & Associates, highlighting notable developments under Vietnam’s Draft Maritime and Inland Waterways Code.
The Draft Code proposes the consolidation of the 2015 Maritime Code and the 2004 Law on Inland Waterway Navigation, marking an important step towards establishing a unified legal framework governing maritime and inland waterway activities in Vietnam.
In this Newsletter, we highlight several key developments, including:
• Seagoing vessels, river vessels, vessel registration and survey regimes;
• Transport activities and services, electronic transport documents, and multimodal transport in the context of digital transformation;
• Regulations governing maritime infrastructure, inland waterway infrastructure, and dry ports;
• Policies promoting emissions reduction, the use of alternative fuels, and the development of a green port ecosystem;
• Changes relating to limitation periods, ship arrest, oil spill response, and the development of the shipbuilding industry.
Beyond technical legal reforms, the Draft Code reflects broader trends shaping the maritime and logistics sectors, from digital transformation and green transition to the implementation of international sustainability commitments
We hope this publication will provide valuable insights into the developments that are shaping the future of Vietnam’s maritime and inland waterway sectors.
